Personal reception of citizens, their representatives, representatives of legal entities
When verbally appealing, citizens, their representatives, representatives of legal entities must present an identity document. Representatives of applicants must also present documents confirming their authority.

Officials of organizations conducting a personal reception, as well as employees of organizations authorized to carry out the preliminary record for a personal reception, do not have the right to refuse a personal reception, record for a personal reception, except in cases:

appeals on matters not within the competence of these organizations;
appeals on unspecified days and hours;
when the applicant has already been given an exhaustive answer to his questions in the course of a personal reception;
when correspondence with the applicant on the issues outlined in the appeal has been terminated.

If the head of the organization is temporarily absent on the day of the personal reception, the person performing his duties shall conduct a personal reception.

If a public holiday or a holiday declared by the President of the Republic of Belarus to be non-working day falls on the day of personal reception, the day of personal reception is postponed to the next working day after it.

During a personal reception at the decision of the head of the organization, technical means (audio and video recording, filming and photographing) may be used, of which the applicant must be notified before the personal reception.
